Sir,

I have the honour to enclose a copy of a letter received by the Attorney-General from the Acting local Manager of the Java-China-Japan Lijn; with copies of the three enclosures to that letter. The ships of the Java-China-Japm Lijn fly the Dutch flag. The head office of the Company is at Amsterdam, and the Hongkong Agency is the head office for the Far East.

The fact that the goods in question have not yet been paid for, and the fact that they are on board a German ship, tend to raise the presumption that they are still enemy pro- -perty. It seems desirable to prevent any enemy cargo from being brought forward from enemy ships sheltering in neutral ports, if this object can be properly attained, because even if payment for the goods be not made to the consignors until after the declara- -tion of peace yet the fact that the goods had reached their destina -tion and that the purchase money was lying in a bank for the consignors account would probably tend to increase the credit of the enemy during the war.

In the case of the Cargo ex *Jeanne", "Vera", "Forsvik", and "Albania", which was decided by the Prize Court in England on the 3rd. July, 1916, the President was of opinion that "the neutral ships had been incorporated into the service of the

enemy just as much as if the ship, the "Neunfels", had got nearer
